Which I feel seems a bit of a double standard since it's like the fandom is conviniently forgetting Kagerou's Human form, but not Mamizou's human form(transformed, but still, a human form).

To be fair, we've never seen Kagerou's human form in canon, and Mamizou's human form was a major plot point in Forbidden Scrollery. Additionally, a Loup-Garou can transform themselves at will, so it's entirely possible that she leaves the wolf ears on all the time.

In PMiSS Akyuu writes about were-beasts and how a youkai were-beast can assume a full beast form while a human cursed by a were-beast cannot assume a full beast form. Keine is a human cursed by a rare version that does not have a youkai equivalent and is born into the curse. Kagerou is a full youkai as shown in a couple of her spell cards and even stated that she herself is a youkai.
