They affect accuracy and damage yes, but for hitting the flagship, that's RNG-sama's fault.

No. Even they are sparkling (high morale) they will still miss, so this is RNG's fault.

I think that's the point. Hiei using Yamato's equipment (which probably is too heavy) means she's not using the right equipment and hinder her from performing optimally.
