Not sure what you mean about her nature. Most of her shitty tendencies seem to be trolling or being bad at the game rather than sexual harassment of the ships. Except for Inazuma who she has a crush on. Looking back she did make Akebono harass her in post #1576781, but that was more trolling because Akebono accused her of wanting to do perverted things.

I don't recall her raging at anything.She love Den,but don't get aggressive about it,and didn't show any interest in any other girl.

The least paranoid possibility is that Ooi just forgets after the admiral is out of sight or will go after anything KTKM shaped without thinking. Or Ooi's from other bases are visiting a lot lately.
Also the admiral is still in the closet. She did deny wanting Inazuma even if her neighbor was that way with Kaga.

maybe she was a kitakami but was scrapped than joined back up as an admiral.

Reading through this again, it seems kinda weird that Tenryuu's "I've never heard of two Kongos in one base before" (paraphrased) comment is shortly followed by "Man, I keep getting accosted by all these different Oois."

Even though Koharu says that, it could be she's the same Ooi, but she is so utterly overcome with *ahem* joy every time she sees Koharu that she reverts.

That is an oddity, though.
