Both are actually appliable. Keine right now hasnt been shown to have some kind of "full mode" but Kagerou can go "full mode". But she has a human form, or if it's easier to understand, normal ears(no kenemomimi ears).
It's just that artists where draw here in what they percieve to be the cutest form. Which is ofcourse, the halfway form she takes during the full moon. She's not forced to go into beast mode, but she could if she wanted.
In other words, when there is not a full moon, Kagerou is not forced to have her wolf ears/tails. But artists will keep drawing her like that because shes being treated as Momiji 2.0
It's the same kinda fan artists "warp" that happens to other character's physical appearance. It's funny that there are artists that actually bother to remember Kagerou has long nails(even making jokes about it) when Mystia and Chen have also been shown to have long nails.
With Kagarou and Mamizou, You'd think both would always be shown in their Kenemomimi forms(well for Mamizou it's normal) but alot of artists seem to enjoy Mamizou's transformed fake human form enough to actually not forget she even does that to walk around in the human village.
