In クソ提督, the shitty is describing the Admiral, functioning as an Adjective; viz. '(the) Admiral (who is) Shitty' - hence 'Shitty Admiral'. It's not functioning as a name - '(the) Admiral (who is named) Shit'.
Also, Shitty Admiral sounds more like an insult, implying that they are just shit at being an Admiral, while Admiral Shitty doesn't have the same 'bite' to it.
But you could easily do Admiral Shit, it works fine; I just think it isn't as good as Shitty Admiral, in Akebono's case.
