By the way, these aren't actually runes - they're Cirth, the dwarven alphabet in J. R. R. Tolkien's works. They read "Glamdring" :P

What does it mean?

"Glamdring" is glossed — by I think Elrond — as "foe-hammer"; it's from the Sindarin words "glam" (literally "shouting" or "a confused noise", but here being the collective term for a group of orcs) and "dring" ("beat" or "strike").
