Haven't seen a Touhou OC based off the Illuminati yet, so I made one. By the way, she's not a member of the Illuminati, she is the Illuminati. She's the final boss in my mostly incomplete and really sketchy Touhou fangame idea, Fantasy Conspiracy Theory.

The Eye that Lights up History, Inbou Satome
Species: Eye of Providence
Ability: Manipulation of light, mind control (a very tiny bit), omnipresence
Desperate to give herself a fresh start and fix her unsavory reputation after a seemingly endless life of always getting blamed for just about everything, from the Holocaust to JFK's assassination to the recent Ebola breakout, Satome created a portal to Gensokyo. However, negative rumors started circulating about an extremely powerful and evil youkai from the outside world arriving to Gensokyo and using its power to impose a totalitarian government (New World Order) on the whole universe. The heroines went around searching for the aforementioned villainous youkai, and eventually ended up finding her (not after initially mistaking Yorktown the aircraft carrier tsukumogami for said evil youkai power though), however, Satome was never truly evil as the rumors went, and in fact opposed superstition, obscurantism, religious influence over public life and abuses of state power. All she wanted was acceptance and not chaos.
