There's a reason we have sketch (or rough) tag here. If that means the quality is not up to par with the artist's previous pics, then yeah, but that's hardly convincing.
Don't do that, it's completely unproductive and only promotes bickering. Flagging doesn't mean something's going to be deleted, it only means that a janitor will come look at it.
The janitors have a pretty good idea of how to do their jobs; just everybody chill and let them do their work.
