YGO already have Hastur. It's just that there's no fanart yet.

Only Hastur, Chthugha, Azathoth, Nyarla and Noden that got released so far.
Also Ithaqua, if you count Spell cards as the part of it.
We will see more Outer Gods and Great Old Ones in Korean's next pack.
