I am not sure if that actually qualifies as Black Lady... The only reason I am not sure is because of the earrings... but the hairstyle and bust-size is more accurate to what I would have expected from Chibi-Usa if she were to actually enter puberty instead of stopping aging at the physical age of ten.
The maturation of Chibi-Usa can possibly be explained by the fact that Tomoe Hotaru appears to be 14 to 16 years old in this picture, when her canonical ages in the series are 12 years (infinity arc), newborn (end of infinity arc), 6 months old chronologically, 5 years old physically (beginning of Act 44's Stars arc), and 9-10 years of age, both physically and chronologically (end of Act 44's Stars Arc). For her to be physically 14-16 years of age, a considerable amount of time must have passed.
I would also point out that Black Lady has larger breasts than that... even with gravity acting on them.
