More like, "Never leave a (wo)man behind." You don't do it because it's strategically vital you do from a real politik standpoint, but from a morale standpoint, you have to show your troops you'd be willing to take extreme risks to save them, lest they get doubts the next time you order them to charge into enemy fire.

On Pixiv there's a small side story where Re came to Yokosuka to play and met Satsuki there. I only had a look at it so I don't really remember though.
