You mean the text become blue then we can click it so it'll open another link?
If it's that then when you edit a note, you add this:
<a href=LINK>TEXT</a>

For further details, you can just follow the highlighted DText under the comment box.

to change a specific section of comment text to a hyperlink, surround it with double quotes and a colon followed by the link "like so":http://about:blank

"like so":http://about:blank

As an aside, you can post relative danbooru links by using everything after ".us" as the link, which keeps you on whatever danbooru server you're currently using; the link for this page, for example, would be this."this":/posts/1996088

It now alse works to enclose the URL in brackets, for ones that contain something that otherwise upsets the parser.
