Apparently it's for a side story regarding to Kamio Reiji before he became an admiral.

Speculah: That was who Inazuma was before she became critically injured and turned into shipgirl material. Probably volunteered for it on her deathbed, just so she can come back and save Lt. Kamio, but lost most of her memories during the conversion process.

(Along with most of her height and B/W/H stats.)

If I were to hazard a guess, most of the guys here are dead. The Inazuma look-alike could be a old flame if I'm reaching further. Would perhaps explain his unpleasant demeanor.

I'm also behind the theory that Inazuma could be this girl's reincarnation. Though Kamio doesn't seem to acknowledge the resemblance yet.

Honestly, I think it's largely an artefact of how Yua draws girls; with the big black eyes, you're pretty much left with hair to distinguish a character, and with as generic a haircut as that is, it'd be hard not to make a background character with a touch of sameface.

Of course, since Yua bothered to draw this at all, you guys might actually be right.

Side note, that guy with the glasses on the top right must be his (exasperated) XO, right?
