I think yes because the next page says that the Admiral has been assigned to the Naval Base.

Is this enough for the Rogue's gallery pool? While the description doesn't say anything about comic pages it also doesn't have anything like this, but I got the feeling that this "Welcome to the dark side" idea would be good for it as well.

I just hope that he's a good admiral to them. Having the luck of being the admiral of the abyssal fleet is something that should be really appreciated.
