She's being based on her goofy personality from the actual game.
Her personality in the anime was made radically different in order to mesh better with Fubuki's new and needed characterization development, as in-game, Bukki might as well be named Blandy McBrickwall.
Honestly I think the anime variations were pretty close for most of the cast. Mutsuki and Yuudachi had the most changes from their origins, imo, due to being the primary friends of the main character, and even then Yuudachi was just barely made a bit more serious.
Haruna and Kirishima were definitely exaggerated, but still goofy in their own rights in the core game, and I really like how the first and fifth CarDiv girls were portrayed. Really in tune with their core personalities. (I'm also one who fully commits to Gluttonous Akagi being full canon.)
TL;DR: I really enjoyed the anime and liked what they did for the characters. Fubuki actually *has* a personality now outside of "doing her best.", and it's a fun personality that I'm fine with supporting.
practically all of the characters are dramtically different from in game than their Anime counterpart.
The anime might as well have been subtitled "Kadokawa fan panders with endless memes".
It was basically a fan fiction pandering to fans made by fans. Expecting too much is pointless. I've mention again and again, it really would have been impossible for the show to try to play action and SoL and should have just stick with the later since either way there would have been no actual story to work with. We got what we get from an anime based on a game used to promote the game, just a decent time waster. It was fun, it was stupid, it was entertaining, it was a disappointment and it was something that took my mind off stuff.

That still don't really separate or get her to stick out since 2 other of the starters have the same personality, except with more being klutz. You could have replaced her with Samidare or Inazuma and get the same result but they chose Bland Mcbland Bland because the director just wants to put her in a wedding dress. I wish they could have went the YuruYuri route and just turn her into a punchline since Akari had the same problem as Fubuki but by bullying her she's become so much more.
