The tailoring technique itself isn't entirely impossible, it's the aftermath that is.
Creating a complete cup-shaped shirt would simply involve taking a bust model and tailoring the fabric as tightly to the breasts as manageable. Wearing it, on the other hand, would require the girl to tuck the lower and inner edges up into the breasts in order to maintain the perfect underboob and cleavage effect.
If the breasts moved too much afterwards, or if they bounced, the edges would pop out and the front of the shirt would droop. Try to tighten it with a firm backing or straps and you'd basically be shoving a wedge into the girl's boobs.
Then there's the issue of making marketable sizes, as every shirt would basically have to be custom tailored, or else the fabric could squish and stretch unattractively.
