But the Novel is from 2012 and the Manga on 2013. So it can be a cosplay from NS.

Yeah, it can be. But well, you also can see it as "Fubuki wearing a red scarf". So no guarantee that this is cosplay. Even the twitter post never states Ninja Slayer.
