    Irradiated food is safe, it is not radioactive. The way food can become radioactive is by uptake... fission products get into the food chain from the bottom because they chemically resemble lighter elements (for example, strontium behaves like calcium) and gets concentrated as it moves up.

    That's only true for electron (e.g. β-rays, electron beams) or photon (e.g. γ-rays, x-rays) radiation. Generally high-energy electrons and photons can only knock out other electrons in other atoms, so the most they can do is to induce chemical changes (which might or might not create carcinogenic products, but this usually doesn't differ too much from normal cooking, assuming you're following standard operating procedures.)

    Neutron radiation is far, far different, as the emitted high-energy, chargeless neutrons can penetrate most materials (lead included) and can create new radioisotopes if they happen to ram into atomic nuclei (neutron capture). This is why reactor coolant water is radioactive—they become radioactive by exposure to neutron radiation from the reactor. Remember the radioactive coolant water leak from the Fukushima disaster?

    Here, Okuu appears to be cooking her noodles in said reactor coolant water...

    (Alpha radiation can in theory create new radioisotopes, but this is unlikely to happen as alpha particles are doubly-charged positive and are hence strongly-repelled by atomic nuclei. Very, very high energies are required.)

    That's very unlikely... the coolant water is a closed loop that's completely separate from the water that's heated for use (for a steam turbine or noodles).

    Why would Okuu do boring and complcated process of "cooking"? She can directly synthesize herself a bowl of safe and tasty noodles literally from thin air. Because everything is made of nucleons and electrons.

    Alchemical Nuclei-arrangement can't actually form complex molecules, only atoms. So if you wanted soba noodles you need to synthetize carbon, hydrogen and oxygen atoms, rearrange them into carbohydrate molecules, repeat that until you produced large enough mass for it to be noticeable, produce hydrogen and oxygen atoms, combine them to form water, mix them prepared 'soba flour' you made beforehand while pushing them outta the shaper box (in which Okuu's armcannon took place), then boil them with the excess water made before, temperature raised by exciting the molecules. Even with a limitless supply of energy, the time to process THAT would be longer than what time you need to buy/make your own soba noodle with hand.

    Ahem, enough energy as heat could be added somewhere on molecular assembling and may I remind you that among her abilities is creating stable enough micro-suns (those very hot and energy excessive fireballs) by mere seconds?
    When I wrote about assembling, I meant she didn't need "cook" (make a noodle, make a water, boil etc), she directly assemble noodles, knowing nuclear and molecular pattern of at least one "noodle, boiled, heated, certain taste". In other words - it's about 3D-printing noodles with atoms and electrons.
