Isn't Tenryuu older than Houshou? At least that's what I can recall...
Quite a few ships are older then her with basically all the battleships besides Yamato and the first classes of 5500 ton cruisers and Nagara being the biggest ones.
Actually technically speaking both Akagi and Kaga are slightly older then her by some measures, both were laid down shortly before she was when still planned as capital ships. By the time politics, redesigns, and acts of god had finished though they ended up commissioned several years after her.
