You are correct. Kaga was finished in 1928. Akagi in 1927. RJ in 1931. So yes. Akagi and Kaga are older.

Not that it means much as far as the game setting is concerned given that ships can appear in totally non-historic orders, which is a lovely excuse to make any given ship as old or young compared to another as the author pleases.
