Historically, Oboro was primarily attached to the CarDiv5 as their main escort, alongside Akigumo, while DesDiv7 (Sazanami, Akebono, Ushio) were more often deployed together most of the time. Not to mention that she was sunk quite early in the war (11 Oct, 1942, Kiska Invasion) and therefore didn't have much opportunity to interact with her sisterships.
To add on: post #2373365 - She was put with Akigumo as a guard for Shoukaku and Zuikaku, although in key battles like Coral Sea, Ushio was also assigned to guard Zuikaku and Akebono was guarding Shoukaku. (This was a battle where Shoukaku was damaged, and the admiral blamed Akebono for the perceived failure in spite of there being little a destroyer could do, leading to Akebono's being pulled from front-line duty and gaining her admiral resentment complex.)
