That's just the tendon at the back of the knee. And, yes, that's correct. Though you shouldn't technically be able to see the recess through a dark-colored stocking, unless you shrink-wrap the stocking to her leg.

I had to spend the last couple of minutes looking up real and anime anatomy references to figure out how this was correct, and it is, but I still think the knee tendon is weirdly exaggerated and huge.
