Kongou's part of the British Battlecruiser lineage though, even if she's massively reconstructed later on domestically. Not that it changes anything about the sheer disparity here.
Iowa doesnt really have one. Her torpedo armor is built into the hull, not welded onto it like the japanese BBs.
Not Japanese BBs, just old BBs in general. Basically no WWI era ship had anything like an adequate TDS so barring money issues basically all of them in all nations ended up being blistered later on to try and improve it. (Kind of debatable how much these external addon TDS helped though, most weren't really that deep and they tended to be competitively weakly attached to the hull. Kongo went down quite quickly to just two middling sized submarine torpedoes)
Also, for the record, some artists (like Shigure Ryuunosuke) do draw Kongou and her sisters with relatively large breasts.
Kongou and Hiei do have large breasts though, you can see it in their damage sprite artwork and also remember, their chests are binded down on top of that. Still probably nowhere as large as Iowa though.

It'll never be the roaring 20's again. Empires rise and fall. America is due to give its spot to another in a few decades just like Rome and Britain did.
