Yes, the 4 quadruple launchers at Iowa's waist are Mark 141s for Harpoon. The 3 with "hoods" at head level are Mark 143 Armored Box Launchers for Tomahawk.
There's way more extreme version of her modernization proposed at that, ranging from BBV to using VLS launchers.
The Flight III reactivation, the one that was a single line item from actually happening, would have seen them with somewhere around 300 VLS tubes, an AEGIS fit, Sea Sparrow AA missiles, and (by some accounts) 5"/54cal Mk66 Dual Guns (the fastest firing 5" gun ever designed). I can't remember exactly, but I seem to recall reading that that project also funded Pratt and Whitney's 16in Scramjet projectile, so ~480nmi range Anti-Surface guns that also doubled as Anti-Satellite weapons (according to DARPA research).
They would have also still been in service, as that overhaul would have extended their service lives by about 20 to 25 years, which would have made Iowa's inclusion in Kancolle a might bit more interesting.

It all depends. As I believe the USS Missouri can (don't belive the hilariously awful Battleship movie...bless that movie). Yet don't take my word for it. Though the other two. I don't believe so. As they are private owned.

IIRC there was a discussion I read somewhere concludes that they can be recalled if absolutely needed, just need some fixes and refitting. But if you want them to jump into action immediately (like in that movie), no way.
