I think the $5000 is for the Regular shell, not the Atomic shell.

Any nuclear round circa '56 is a multi-million dollar proposition. R&D costs over the 50-odd rounds produced would have made the unit cost exorbitant compared to any other weapon, including a nuclear tomahawk.
