Maybe she hasn't gotten her teacher's license yet? And I can imagine that someone of Katori's level wouldn't let Tenryuu be a full teacher unless she went through some rigorous training before hand.

She was teaching Imperial Japanese Naval and Engineering cadets Before either of those girls were even a sketch on a blueprint.

I think Tenryuu is the principal and Tatsuta the vice principal.

...Tenryuu is a teacher. She's the kindergarten teacher.
