Her facial proportions are completely off. The eyes are too large and wide, the nose too short, and the shading emphasises the wrong things (nasolabial fold, philtrum). It's the same thing for most of this artist's work and if this doesn't make the cut then neither should the rest of their work that's been posted here.

"Odd" is a really pretty flag reason if I may point that out. And creepy is somewhat subjective^^. It's just not the "normal" artstyle and more a realistic one.
Otherwise, the proportions and shading is quite ok, but she has a rigid view, but if that qualifies for being "bad" quality then congratulations.

It's odd and creepy because the proportions and shading are wrong. I just explained it. You can be oblivious to it but when several other people think it's bad you can't pretend it's 'subjective'.

The problem here is that you did explain nothing. What you explained are things that you think are off but actually aren't. The thing that mere her look "creepy" is her stare and not the facial proportions that are pretty normal.
Shades the wrong thing? The light comes from the right...so where is it shaded wrong? They highlighted the spots that are most likely to be shone onto when thr light source is right. See the nose. And the philtrum is also fine. There is a hole between the nose and mouth. Left is brighter then the right side. For the chin it's reversed. Seems fine.
The rest you mentioned also. Those smile lines go up, not down. That why they're saded brighter on the right and darker on the left.
As for proportions: I can only tell no^^.

The shading makes her face becomes doll-like. I don't know it's intentional or not.
