Lame historical comment: Drottning Victoria took the Finnish ship under tow at the naval review at Spithead, because of the latter ship's poor seakeeping ability, due to it being a coastal defense ship.

I haven't a 100% clear idea on the tags, though I'd think that the clarification (ship) would be ok.

I don't see why they wouldn't be characters. Though its very likely, given their obscurity, only this artist will ever produce them...

I don't know anything about naval reviews, nor Spithead, but come to think of it I've never heard of naval reviews elsewhere. Maybe it was like fashion shows in Paris or military reviews in Potsdam, the premier event of it's class.
The galloons and epaulettes on Drottning Victoria's outfit are generic naval uniform flair. Even the banner across her chest is featured on some admiral uniforms, though it crosses her chest in the wrong direction in this image. I'd love to see more art of her so that I can determine if her outfit is inspired by any specific Swedish uniform.
Edit: There is one other picture of her on Danbooru as well as a comic on this post's source. I'll look closely and see if I can find any comparisons.
Edit: It appears to me that her outfit takes inspiration from both newer and older naval officer's uniforms. The collar, tie and black colour look like newer uniforms (older uniforms were blue) while epaulettes are only used on older and parade uniforms (which are also blue) and and I've only seen the blue banner on older uniforms. Sadly, the galloons on her sleeves lack the distinctive loop that you see on Swedish naval uniforms, but I supposed I will tag this with swedish_uniform anyway.
