    In some of them, yes. Probably because it means that you have to surrender the use of a hand to hold the umbrella; you can use one off-duty, however (as far as I know.)

    It seems to be true at least for the US Marines. Another source says it's also prohibited in the JSDF.
    Though it's 'not with uniforms' for both cases. I think it's fine to use umbrellas when wearing civilian clothes or something.

    Actually, it's either one of those two. If there's a raincoat, no problem. If there's not, get wet.
    The point is that there might not always be such items available in live combat situations. (Although the rules seem to be more about discipline than training.)

    Run through the base and get wet. I know I would. But I would stay under something that keep me from the rain as long as I can while running through though.

    Don't try to apply Civil logic into Military tradition, both contexts had developed with different objectives and ideals. So their rules sometimes denies our way of thinking and changes accordingly to their traditions.

    Aside of that, most of the military clothing is practical especially for the rain, and another climatic events, the use of Gore-tex, is frequent in those jackets or coats, so you have more mobility and comfort than carrying an object.

    That was a huge disgrace to the Marines that Obama did. Then again, he treats all of our military and LE like disposable tools, so it shouldn't be surprising he thought that a Color Guard was a umbrella holder. That Marine held that umbrella like a real man though, straight arm, stiff gaze, and maintained form even with a ridiculous order. More discipline compared to the sleazebag he was holding it for.

    Edit: and I just know some guy is going to say "but other presidents did the same thing!" No they didn't, none of the people holding their umbrellas were uniformed Marine Color Guard.

    As far as the umbrella holding, its one of those rank has its privileges things. 0311 Marines and soldiers have to get used to working in ponchos since they won't use an umbrella in combat.

    Kancolle isn't known for it's accurate depiction of a soldier. They all still act like civilian girls. Mostly.

    I always had a raincoat stuffed in a large pouch in my combat vest as it was part of CBRN defense equipment. So in a sense I would've had it with a live combat situation but this might be different in other country's military.
