It actually uses English (or I assume whatever language is set as default) for allied uses so the team can tell them from enemy uses (which use the characters native language in most cases). In game the English line is "Let the dragon consume you!"

That would be 「龍よ我が敵を食らえ」 (Ryuu yo waga teki wo kurae). "Yo" is the vocative particle (like the archaic English "O"), and "kurae" is in the imperative (command) form.
