It's still a useful thing if they're a tank or DPS that could use a bit of extra healing while they charge into battle. In TF2 it wasn't odd for a Heavy or Soldier to call out for a Medic before they ran into the enemy half of the map. Overwatch doesn't provide a "I need boost" callout either, which might be another thing a Mercy is asked to do.
Of course, I'm not saying there aren't useless bums who want to monopolise a Mercy for no good reason. I just haven't seen many of those myself, and not everyone asking for heals at full health is one.

Maybe it's matchmaking, maybe it's different approach between EU and NA (one great example is how people in NA are a lot more talkative, even in chat), or maybe it's just me trying to be the helicopter mum by going out of my way to heal folks (mostly). Never heard a complaint about not healing enough, not even from those that stray far away from the objective.

The funniest one I ever got though was some dude complaining I was "too close" to the action. Cause you know the heal stick is widely known for it's ablity to heal at super long range without needing line of sight to the fighting, so clearly a Mercy has no reason to be near a team fight... Even better was that we were winning fairly handily, some people just want to bitch.

Americas region is actually more than just US, judging from the name you also get South America and Oz. Then again, unless you're playing with people from other parts, you're unlikely to see any of them because you get matched on servers closest to you, which (in my experience) include US West (~200 ping from Europe), US East (~150 ping from Europe), and Oceania (~350 ping from Europe). Since I don't have anyone from South America in my friends, I have no idea how does that shape.

Thing is the US is so huge geographically speaking that the lowest ping server is virtually certain to be within it's borders so you'll basically only ever see Americans, even if it's not there's a large chance it could be in Canada which would be no different. In the EU someone in central Europe could quite conceivably see half a dozen different nationalities connecting to a fairly central server in say Germany.
I'm on the US East Coast and play the NA servers and I've never heard or seen Spanish(or Portuguese if we want to get pedantic) in chat even once.
