It is. The "grandfather clause" of our ruleset was dumped before your account was made, as I recall.

Ah yeah, I'm aware of that. Nevertheless, I still find it strange for it to be flagged for being "horrifyingly awful quality" considering that it is an oekaki with a quality that is, while not exceptionally good, is not horrifyingly awful too. I mean, the characters' features are pretty well-defined (okay, maybe the hands are not so).
