While that sounds neat in a fun historical way it actually seems like a terrible idea from a gameplay standpoint.

That's good to know. I play neither games, I just enjoy fan works and appreciate some characters.

It does make her kinda undesirable to actually use, but only slightly more so than any other destroyer that doesn't have a remodel yet. The ability can be leveled up to offset it, too, removing the penalty entirely when maxed if you wanted to use her anyway.

They also buffed Taihou's luck by a whopping 50%! (+1) just to make sure Willy D's the only one with 2.

Porter didn't blow up in port for no good reason or sink in a hideous inferno that left virtually all her crew to choose between drowning or jumping into a flaming oil spill after an entire existence defined by constant problems keeping the ship in dock. (In fact, her entire crew survived her sinking... and if sinking at all is a negative, then basically the entire Japanese fleet needs to have half the luck the USN has.) Porter didn't even hit with her accidental discharge, while Samidare opened fire upon Hiei, and Myouko, Inazuma plus maybe a couple others actually sank friendlies, and Nachi crippled and left Mogami to die from a collision.
Those are combat confusion. The hectic of naval warfare can often causes confusion as it will turn into a slugfest especially if both sides unable to identify each other.

Wait a second-they seriously expect us to use a ship that gimps your entire fleet?

Samidare, Myoukou, Inazuma, Nachi, Taihou, and Mutsu didn't get their entire crew arrested in an unprecedented move for the IJN because they "accidentally" attempted to assassinate the emperor twice.
Also, Willy D. is pretty much the only ship in history to be sunk by an aircraft that had been shot down before releasing its ordnance and trust me, I've checked.
