Isn't Kuma the Heavy Cruiser with delusions of being a Light Cruiser? (judging from that Admiral KTKM doujin)
Kuma's are only a step above Tenryuu. And Tenryuu is more or less an overly large destroyer leader. Their American contemporary is the Omaha-class cruiser, which has twelve 6 inch guns and can go almost as fast as a Kuma.
You want a heavy cruiser with delusions of being a light cruiser? That would be the American Brooklyn-class, which was their answer to the Mogami-class as built. Fifteen six inch guns that could rapid fire. You do not want to be on the receiving end at that as any cruiser.
Remember that treaty limtited cruisers to 10,000 tons, and that the London Treaty limited heavy cruisers by gun size. The answer was huge "light" cruisers with lots of six inch guns.
