Self-uploads are neither banned nor prohibited. They're heavily discouraged and are to be held to a much higher standard for approval. That doesn't mean this image has much of a chance at all, though.

Then in my eyes, this is a different statement as in forum #115953 which leads to let me think that they are prohibited because of the second paragraph.
So is it now prohibited @Apollyon or am I misinterpreting this post?

Users can't be expected to dig around deep in forum threads for rules. If it's not in the ToS or at least one of the howto:/help: wikis, I can't imagine trying to enforce it; I couldn't keep up with that thread, so if decisions were made, updates to the various user resources should also be made.

EDIT: I'm so far behind on policy threads that I didn't even know that one hadn't really gotten any more replies since the last time I saw it.

Well, there comes forum #115585 in play which was posted earlier. So it seems the conclusion was to add something and the word "prohibited" is also there. Not from Apollyon, though.
I wonder why nothing was added then in the TOS then...it seems there was concensus?

There were no further replies in that thread afterwards, so there was no actual decision made. Honestly, what do you want me to say, Provence?

There's nothing I have to do about this pending self upload (or post #2451471) going deep into negative scores that's bound to be deleted. If it isn't, make a note of who approved it, and then flag it for deletion.
