Hmm... Maybe it's Shioi.
Doesn't look like a short twintail, plus with that serafuku part we can see on the back.

I think it is Isuzu. The twintail is rather short but I think that's to do with the chibi-fied art style.

Edit: It's weird, really. It's too thick to be Sendai. The twintail should be more of an equal length (even from this perspective) to be Isuzu. And the right side ponytail(?) should be more to the middle if it's Shioi.
