This is actually Maya-sama, given that Takao wouldn't be calling Atago "aneki."

Huh? I thought given the haircut, it was obvious who was who.

It's actually Takao who's wearing Choukai's outfit, and Atago wearing Maya's (the only difference I could see between their outfits are their ribbons).

Maya is actually the one with the hands on the foreground.

The text mentionning "Aneki" doesn't actually imply it was Takao's speaking as it doesn't have an arrow pointing to the character but more a yelling type bubble, and you'll notice the flying sweatdrops coming from the hands' side, which are also from this text.
