I don't see how a repost of an 11 month old pictures which was already uploaded gets to be the parent. Especially when the artist only reposted it to Twitter due to the current typhoons.

Yeah i know it's pretty weird. the artist only changed the last panel text, all the rest is still same. just one mistake, this year summer event is only up to E-4 not E-7

There seem to be two conflicting (in fact, diametrically opposed) schools of thought regarding parent-child relationships on DB. One holds that they should be ordered strictly chronologically, with the oldest the parent; the other thinks the parent should be the most current revision. I make no claim as to which is correct, but I note that the latter seems to be much more common.

This is because parent-child relationships have several uses.
For most images, parent-child relationships are used to indicate revisions of the same work. In this case, the highest quality (in terms of resolution, completeness [less cropped], lack of artifacts/errors/typos, etc.) should be made the parent. This is often the most recent image (since well, in most cases the latest revision is going to have the most fixes).
Parent-child relationships can also be used to indicate derivative relationships. Here, the base image is the parent, and other images based on the same (whether traced, having similar poses or panel arrangements) are children. One such example can be found here. In images like this, the base image would be the oldest one, chronologically (because you'll need the source art first before the derivatives can be made)
Here, the image here is recycled from an earlier one, but with a modified final panel to fit different current events. This is hence a derivative image, and not a revision. As such, the chronologically-older post should be made the parent.
(Parent-child relationships are also sometimes used to link short series of images [<5~6] together in-lieu of a proper Pool, even though such use is not recommended in the parent-child guidelines. For such use, the oldest image [chronologically] is also made the parent.)
