In this case both versions have the same gif artefacts: the indexed colors are the most obvious with the dithering on the bow; so I suspect that the gif was made first and then pulled apart for the ugoira frames as pngs on pixiv.

Yeah, what he said. And the ugoira frames are saved as JPEGs, not PNGs.
The seiga version is simply the original GIF without ugoira's bloated filesize and degraded quality from the JPEG conversion.
Also, I just noticed that the GIF artifacting creates an almost unmoving_pattern effect in the obi's bow and maple leaf print. Kinda neat.
