It's more like: -All the DDs speed boost at spawn and sail into the middle of the map outpacing all other ships so they have no support, they get spotted by one enemy DD and end up getting pummeled by shells from the enemy team. After waiting an hour and losing 50% of their HP they smoke... then sit still in it and get blown up by torpedoes from aforementioned enemy DD. -The CV is a USN carrier using the strike loadout, he clumps all his planes together and flies them directly into a strafe losing 20 of them in seconds, alternatively he's a IJN carrier that flies them into the main enemy blob which is all US BBs with an Atlanta in the middle of it. -The cruisers have now split up into three separate columns, carefully spaced to be JUST out of range to focus fire or help each other. They begin being pummeled by shells, but keep advancing until they're about 10km from the enemy, at this point with about 10k HP left they decide maybe this was a bad idea and try to turn around, they're instantly deleted by citadels to the broadside. -The battleships have formed a perfect defensive formation... in the back corner of the map furthest from the objective (the CV is ramming the border in the actual corner). Except for the one that sailed directly into the tightest passage with the least room to evade on the map at the start that had smoke sitting at the far end of it, he's dead.

Unless it's a tabletop-specific rule, I think it makes more sense for the player to be able to sortie a fleet consisting of both a heavy main fleet, and a torpedo squadron escort fleet.
Hence Ooyodo is saying that usually, the torpedo squadron escort is the one to sink the enemy's flagship, rather than implying that sortieing a torpedo squadron is better than sortieing a heavy fleet.
Even if they can only sortie one fleet, I'm still pretty sure she meant it in the sense of the lighter ships (i.e. DD/CL/CA) in the 6-man fleet.
