I've never watched the anime so the tall one in the green-ish uniform (Sakaki?) is likely Reinhard Heydrich, the SD (Sicherheitsdienst des Reichsführers-SS) head executive. He was well known as being cold-hearted mainly due to his actions during the holocaust, for example "Heydrich detailed how those Jews able to work would be worked to death; those unable to work would be killed outright.". Osaka (The short one in the black uniform) is likely Ernst-Heinrich Schmauser. She's an SS Ober-gruppenfuhrer akin to a Lieutenant General (General Lieutenant). (Sakaki (Tall one) would not be Ernst Kaltenbrunner considering it's only around 1939) As long as I didn't make any small mistakes this should be about accurate.
