Not likely, considering as she's been in temporal stasis/dropped out of existence ever since the artist got bored and decided to move on to the Kumas. (At least until he's wrung all the blood he can from this stone, as well...)
The problem is, this artist gets himself into a rut too easily. He sets up one gag, and then repeats the same situation over and over, having to somehow top the last thing he did to keep it fresh by essentially just Flanderizing the characters to a greater extreme, until the thing has escalated to an impossible extreme that can't be topped anymore... At which point you just start over with new characters.
It's hardly isolated to this one artist, but it's a pattern I notice a lot, especially in doujin, but also some "professional" series. (In fact, I might as well link a more established anime critic going over this exact kind of topic, especially the "gimmick" personalities of Anne Happy...)
I can't blame him/her, good artists can't always be good story tellers... they are simply good at drawing. This one particularly efforts in being constant most of the time to deliver daily short gags. Unless I'm mistaken that's why artists like Kouji (Campus Life) have a different person coming up with the ideas, so they focus more on the drawing.

Well, it's not "blame" per se, I'm obviously still willing enough to follow this artist, but that doesn't mean I can't see the obvious room for improvement, either.
Not tying a character down to a singular gag isn't that much more difficult than going with just the one gag, and it makes characters far more robust in different situations. To point back to that Digibro video, just making a character have two or three gags or gimmicks makes a world of difference because at least you're getting some variations in the notes you hit.
Hell, since I'm on that topic, I might as well give credit for at least making Kiso BOTH embarrassed, but also capable of doing anything in the moment when she thinks Admiral is in trouble, even if she regrets it, later. It keeps it going longer than just "Hibiki is a pervert" needing to be upped to "Hibiki is a masochist" needing to be upped to "Hibiki is a bizarre super-masochist that gets off from any reaction at all".
