No. It's obvious Hiroyama used LZO as inspiration for his Shirou, but they are still different designs used in different contexts.
LZO is wearing distinctly japanese-styled clothes, a single sleeve and a white coat.
Meanwhile Miyu Shirou borrows Avenger's headband, LZO's coat and Emiya's outfit, adapted with some of LZO's elements.
