Actually, it has its own tag, and just looking at the counter, about 1,500 images on Danbooru.
Using set pattern for a piece of fabric in a manner that doesn't conform to the curves of the body is a classic anime technique, made using pre-made patterns including those "shading dots". Just look at Sayonara Zetsubo Sensei, and you'll see a whole show (well, outside when they deliberately did other art styles) done with clothing patterns doing similar things. Hata no Kokoro also has a similar unmoving pattern shirt on in her official art, and much of her fanart. (Or look at Gekkan Shoujo Nozoki-kun, which had a whole chapter on naming patterns after things, including all the "evil" patterns after Seo, and the pattern of Chiyo's ribbons as the "Chiyo pattern".)
Unless the flagging was for some other reason, I don't see the reason why this would suddenly be banned from Danbooru.
(Also, there's no point in appealing something that isn't deleted, yet. Flagging sends something back to the moderation queue, and appealing sends it back to the moderation queue. It's already there, so you're not doing anything but consuming one of your appeals.)

Well, there is also a lot of posts that are meh at best :P. It's difficult to get them deleted, though. Well, for that post, I think that the clothes appear really flat but the skin (hands, neck, face are shaded). But then the mouth is also pretty..weird to me. The clothing (sash + kimono or sleeves + torso) are looking like they are on the same layer, although the sash (sleeve) should be a bit forward. So no approval from my side.
