You don't get surf until after you get past the this area and get to Fuchsia and to the Safari zone. The only thing he can try to do is break into Silph Co. and grab that Lapras and hope that it can learn surf on it's own and get past it.

But for it to USE surf requires defeating Koga and to get to his gym he has to get to Fuchsia so...in otherwords;

And funny enough, Lapras never learn surf on its' own despite being the TRANSPORT pokemon.

Use the Trainer escape glitch to 'delete' Moggano.

First Yamato and now this, and Agano isn't even a battleship. What is Dainamitee feeding these cats?

My only question is how do the cracks spread on the other wooden boards?
