The way I see it, Shiho isn't cruel enough to want to disown her own daughter, but as the head of the Nishizumi style, she can't put her pride aside to ask her daughter to return, so the situation between them is stuck.
Being defeated by Miho give her a goal, so she can't disown Miho as that would deny Shiho's methods from having the chance to defeat her next time.
