There is nothing "high res" about this picture. Of all the good pictures that get flagged, this one gets by the normally picky moderators...

1: it's still in the queue, it hasn't been approved
2: highres is an automatically applied tag

Highres only means that the image is "at least 1600 pixels wide or 1200 pixels tall" just as the wiki says and yes, it gets automatically applied
