Not if it she is still basically the exact same. We already know she is a softie with a tomboy act who is bad at controlling herself around her crush. Moreso is still droning.
Maybe I am wrong, but I think there has to be something new or changed for a character to develop. If a character learns something new about another character, that's a plot development, and thats only if it affects the story.
One of the problems of using characters as an excuse to not write the story (what i call Flanderizing), is that character development opportunities are burnt up as the writer uses the same character act over and over.
Of course, im not expecting a comedy mangaka to write an epic saga, but it would interesting to see things move a little faster.

I meant mostly with the text box at the end. Saying she's actually going to stop trying to put on a front, which is her major Flanderizable trait in this series.
Although in this series, she's generally been getting better. With the 6th DesDiv series, Hibiki started out pervvy, was repeatedly hit by "proper lady Akatsuki", showed some masochistic signs, then became absolutely defined purely as a masochist to the point of seeking out beatings or getting off on being ignored. In this series, she's gone from 'I can't help but speak majestically Kisorin' and an admiral who is incapable of perceiving her as anything but a bloodthirsty badass to the point where she's resolving not to hold back her tears and he's continuously finding more of her 'cute sides'.
