I'd say it is. Just because RJ isn't the butt of an "RJ is flat" joke doesn't mean that there is no joke.
If it counts as a joke, then it's the wrong kind of joke to put in the pool. I've always understood the pool to be about RJ being the butt of mean jokes involving her flat chest and/or her (alleged) insecurity about it (she shows no hints of such insecurity in her in-game dialogue lines).

That one seems to me like you're misunderstanding what it's about. To me, it seem that RJ is oblivious to what the admiral's motive actually is, because she's referring to the "torpedo stat" (i.e. the weapon), not "frontal armor", "flight deck" or "fuel tanks" that are the typical KanColle euphemisms for a shipgirl's chest.

With all that being said, one big problem (in fact, one that trumps all of my other reservations) with lumping all jokes about RJ's flatness without caring if she's being negative or positive about said trait is that there's no reliable way of finding the positive ones. The breast envy isn't always included on the "mean boob joke" kind of posts within the pool from what I've seen, for one.
