"Boku no Pico" is a troll response, ala Battletoads. I had thought the name of this was Chokotto Vampire, but when I looked that up it seemed I was mistaken.
All I know is that this is part of an HCG set, not an OVA. For your info, pictured girl is a tsundere vampire with godzilla breath. Best of luck pursuing this, but if I recall this was the best H scene in the title.
I'm guessing she's from the Sabato Nabe - Nitro Amusement Disc. Particularly from Dra+Koi (竜†恋). I don't think she has a name; the site just refers to her as "Heroine." >_>
